He has a master’s degree in Engineering in Management of Technology from the University of Pennsylvania, and a master’s degree in Business Administration and a bachelor’s degree in Chemical Engineering, both from the University of Washington.Diana Daibes, a Portland, Oregon, resident, has over 15 years of strategic and operational leadership experience with the U.S. Agency for International Development (USAID), working across headquarters and five international field assignments in Africa, Asia, and Latin America. Ms. Daibes was most recently Program Office Director in Myanmar. She started with USAID in 2009 and has served in other positions including Deputy Program Office Director, Program Officer and Foreign Service Officer.
